This is mostly a problem of ARROGANCE which prevents it. - Stop having DAs ELECTED! - Stop having JUDGES ELECTED! - Stop having Sheriffs ELECTED! (Even though most of them are doing a good job ... it is a matter of PRINCIPLE!) - Stop giving politicians the power to SELECT GENERALS! - Stop giving politicians the power to COMMAND LAW ENFORCEMENT! (like holding back police when riots occur) Before changing the system ... you need to CLEAN EVERY BUREAUCRACY though ... and this means FIRE EVERYONE!
