It obviously FAILED, but the CIA loves to create military dictatorships which are then in a dependence from the USA. They NEVER learn, because ultimately "Operation Ajax" was a FAILURE, because the Shah and his military regime oppressed his people too much, so they revolted under the leadership of religious fanatics.
