Has been ... for decades ... - promised "NATO will not expand eastward", given as a security "guarantee" in return for russian troop withdrawal from East Germany and german reunification - look up "James Blunt prevents WWIII" from the Kosovo conflict - look up the "Budapest Memorandum", which was a treaty to "guarantee the INDEPENDENCE of Ukraine", which "joining NATO/EU" or even "sending them billions $" isnt really doing tl;dr Russia didnt start the conflict around Ukraine, they have solid reasons to not trust "the USA/West" with anything they say.

Any other deal wont be kept by the USA ... like the promise that "NATO wont expand eastward", given in return for russian troop withdrawal and german reunification ... or the "Budapest Memorandum", where the USA was "guaranteeing INDEPENDENCE of Ukraine" (which "joining NATO" or "joining the EU" wont be).
