  2. The reason for "not being held accountable" is that the ENTIRE BUREAUCRACY is part of the (D)-controlled SWAMP and is protecting them. Thus the solution is to FIRE EVERY BUREAUCRAT (and ban them from public office FOR LIFE) and replace them with new people! Since there are STATE and FEDERAL bureaucrats ... this is something THE PEOPLE need to achieve ... through PERSISTENT MASS PROTEST, like the people of the Warsaw Pact when they got rid of their communist regimes in 1989.
