  4. a) D.O.G.E. remember how Elon fired 75% of Twitter employees? There will be loads of similar bloat in bureaucracy. b) the money isnt required "day 1", so there is some time to figure it out c) you americans should LEARN from the story of the three little pigs and the huffing and puffing wolf ... and BUILD BETTER HOUSES! Loads of americans make reaction videos to german / european houses and are amazed at the sturdity of them ... AND you can REPAIR BRICK HOUSES YOURSELF with simple tools (just look at some aerial shots of Berlin after the bombings of WWII) ... I've done that myself. Obviously you need to BUILD IT THE RIGHT WAY ... using the RIGHT KIND OF BRICKS (solid ones, not hollow ones ... of a format that allows you to build thick walls. tl;dr a) if you built better houses you'd reduce the need to "help people rebuild", b) solid brick houses equally reduce the need for AC, because bricks are COOL, c) hurricane frequency/intensity will probably increase ... due to climate change
