You DONT need to be a pilot or have any qualifications to be such an administrator (technical details is what "underlings" are for) and the ONLY REQUIREMENT YOU NEED is: a LOGICAL BRAIN that can FIGURE OUT "organisational problems" and maybe come up with ways to do it better! Often enough it is better to have someone who is NOT "an expert in the field" to come up with new stuff, because THEY ARENT FIXED ON "THE WAY WE DO THINGS". Having some minimal knowledge of the basic rules and terms would be a good start though.
