"Holding the government accountable" = holding THE BUREAUCRATS accountable ... far too many think about politicians though, when they hear the word "government". - politicians "pass the laws" - bureaucrats ENFORCE/USE and also WRITE/INFLUENCE the laws ... because politicians come to "the experts" for advice! This is THE PROBLEM with modern democracy ... getting rid of incompetent people in bureaucracy.
