  4. Americans have a BAD ALCOHOL CULTURE / RULES ... because the high drinking age makes it ILLEGAL AND THUS COOL TO BREAK THE RULES ... which then leads to excessive drunkennes. Such excess doesnt happen here in Germany, where you can drink beer / wine at 16 and harder stuff at 18.
