Had Zelensky done what he said he would do when elected - end the civil war with the Donbas it would have ended in 2019 but instead of ending the shelling, he increased it as noted by OSCE. had the USA & NATO agreed to RU's proposal for security in Europe as they have admitted receiving, it would have ended in Dec 2021.
