As for "risking" a ship - you mean how the USA would apply the Monroe Doctrine where they see any influence by another nation onto a country close to the USA as a direct threat and would go to war over it - looks like the USA no longer has the balls to apply that and threaten war like in 1962. yet the USA has no problem influencing countries all around the globe, inciting coups, assassination of world leaders who refuse to kowtow to the USA
