  1. Latvia is a part of NATO but Ukraine is not. Ukraine is a part of core area of the russian historical heritage and civilization as also Belarus does. That would be insaine of Russia starting war against NATO unless NATO doesn't provoke the Russian bear as the US did in Ukraine. Russian economy couldn't manage a war against NATO but a very high risk would be for a nuclear conflict with total disaster and just loosers.
