  1. for my Aussie cousins here is some context. There is a 100 year old idiotic law called "The Jones Act" which severely restricts what type of vessels can go from one American port to another and since PR is a US territory it falls under it. So its a pain in the ass to get materials in or out of there and now they have a severe landfill problem
