  1. One does not need AI (let alone foreigners) to convince people to vote this way or the other... Human politicians are already good enough (pursue their own agendas, take bribes...) at convince their countryman to vote their way often contrary to people's own real interests!

  2. Honestly, due to extensive track record, the chances that the Americans would want to take advantage of such a "window of opportunity" to annihilate a "competitor" is a lot higher than the exemple given citing the Chinese that invades or bombs no one for eons!
