This continued after Russia's invasion and annexation in 2008 in Georgia and again for 8 years after Russia's two invasions of Ukraine and annexation of Crimea in 2014. If an armistice is signed then the war technically has not ended so elections can be postponed indefinitely. You may find it interesting that President Trump is talking about a Polish led unit including Baltic State, Scandinavian, etc Soldiers deploying to Ukraine to enforce any peace agreement with Russia.   I would propose for all the reasons you mention and more NATO should be divided into two regional commands with one being the Polish, Nordic & Baltic 8 countries and Ukraine. Let the west European countries defend themselves with their gutted defense budgets and capabilities and indifference to the Russian threat. I suspect EU would be more of an obstacle to this than NATO with a rewritten Article 5.
