  1. The British public are partly to blame - 15-20c isn't particularly warm and yet people out here dressed like it's they're in sub-Saharan African. Since when did the police decide that dress code + weather indicates suspicion?

  2.  @davecooper3238  You missed the point. Your clothing doesn't indicate intent, yet you're saying it does? As BBB said - he was dressed in multiple layers, yet would he arouse your suspicion? If your answer is no, then it's down to skin colour. If it's yes, explain.
