The central government doesn't legally require them to be inforced via fixed cameras and speed vans, so you'll not see local councils spend money on the infrastructure to catch speeders. It's purely down to local police forces to enforce the restriction or not. The guide line for 20mph zones are that they should be naturally inforced via the road terrain and condition. E.g. South Wales has roads that are very narrow and blind; naturally forcing slower driving.
