  1. Most of the dirty work is likely done by civilian sponsored government agents i.e. Spies. They can stay as civilians, yet work for the state. Imagine the people the MI5/6 use, yet likely aren't affiliated with the military.

For example: A family member of mine works for the U.K government in intelligence and was 'active' (I don't know what/why/when) in Afghanistan and Iraq and was deployed along side troops. I don't know exactly what he does for a living, yet speaks several languages, travels a lot and randomly, doesn't use public airports. When my family member took the job, the government literally came to my house and spoke to my employer and doctor!
